You're a foreigner without a registration in Belgium, but having to apply for maps in Flanders through the KLIP Platform.

For this you need to be able to log in on the Access and User Management System Flanders also called ACM-IDM. This security platform works through a two-step authentication a personal Belgian national identification number, even as an EU-citizen.

There are two options to apply for a Belgian identifation number: eIDAS or CSAM.

eIDAS

European citizens can use their own (notified) national identification and authentication means to access online services privided by Belgian authorities.

This authentication method is refered to as eIDAS authentication, with eIDAS standing for ‘Electronic Identification And Trust Services’ as per the European legislation ‘Regulation (EU) 910/2014’. The primary objective of this legislation is to facilitate cross-border digital transactions (interoperability) among citizens of the European Union, aiming to foster economic and social development among participating countries. Please refer to the list of countries below, which continually expands to include additional electronic identification means eligible for login.

Individuals with French or British nationality will not be able to log in via eIDAS. You will be need to use the Csam registration.

What do I need to log into eIDAS for the first time?

For initial eIDAS login, you will need your European electronic identification meansBelgian national identification number, email address, and telephone number. Subsequent logins to eIDAS will only require your European electronic identification means.

If you have not yet obtained a Belgian national identification number, you can obtain one as follows:

1. Navigate

Surf to klip.vlaanderen.be 

Click on the tile ‘eIDAS’:

 

2. Select country

You will now be directed to a page displaying the flags of EU member states. Please click on the flag corresponding to the country whose eIDAS notified key you wish to use.

3. Log in

You can now log in with your own key according to the procedure you are familiar with, via the authentication provider of the country you selected.

4. Fill in the mandatory fields

You now get the following page

Please complete all required fields (indicated by ‘*’) with your personal information.

  1. If you possess and are aware of your Belgian national number, input it into the top field of the form and click ‘Send’. If the personal data you’ve entered matches exactly with the data stored in a Belgian persons’ register, you will gain access to the online service. At this point, you should stop and follow the procedure outlined in the section ‘I have successfully logged into eIDAS. What do I have to do next?
     
  2. If you are unaware of your Belgian national number, please select the checkbox labeled ‘I do not know my Belgian identification number’ and click ‘Send’. In this scenario, you will not immediately gain access to the online service. Instead, a procedure will be initiated to assign you a Belgian national number.

You will then receive the following message. This alert informs you that your request will be processed promptly by a Federal Government agent.

5. Belgian national identification number.

 

After verification of your personal data and once your registration has been approved, you will receive an email containing your personal and unique BE national number.

In the event that there is an issue with your personal data, you will be contacted to correct or complete the data you provided in the form.

Remark: You may be required to provide a copy of your personal identity documents.

Once you have supplied the necessary data, you will receive an email with your personal and unique BE national number.

You should now follow the procedure outlined in the section ‘I have successfully logged into eIDAS. What do I have to do next?

Even though you are now able to log into eIDAS via your preferred European electronic identification mean, you might not yet be able to log into KLIP in the appropriate capacity. There are two options for registering on KLIP

Option 1: Your company is registered in User-Management Flanders (IDM)

You can register via self-registration links through this self-registration link. To complete the registration process, you will need the KBO-number of your organization. The KBO-number is a unique identifier for businesses and organizations in Belgium. It’s essential for accurate registration and identification purposes.

If you work for an organization affiliated with the Flemish Government or a local council in the Flemish community, registration can be done through one of the following links:

Once you have been registered in the Identity Management System of the Flemish Government, you will be able to log into KLIP via the tile “eIDAS” on behalf of this company (see steps 1 - 4).

Option 2: Your company is not registered in User-Management Flanders (IDM)

If you represent a Belgian company, you will have to get in touch with your local administrator or the legal representative of your organisation: they will require the Belgian national identification number you obtained, and will register you in the Identity Management System of the Flemish Government (Vlaams Gebruikersbeheer).

Once you have been registered in the Identity Management System of the Flemish Government, you will be able to log into KLIP via the tile “eIDAS” on behalf of this company (see steps 1 - 4).

CSAM

Individuals with French or British nationality will not be able to log in via eIDAS. You will be obliged to obtain a Belgian national idenfitication number physically in Belgium at one of our local registration offices. With an official registration in Belgium, you can be linked to an organisation. Just follow the instructions above (in the paragraph "I have successfully logged into eIDAS. What do I have to do next?").

CSAM user name and password key

Alternatively, you can use the CSAM user name and password key.

Beware: when you use this way of authenticartion, you can't be linked to an organisation, so you can't see the map requests of your colleagues.
